Problem in adding bank account

After the bank payment is refund from bank account to paypal,i can't find this bank account (mentioned in image) in my paypal. When i try to add, it shows "We're sorry. We're not able to process your request right now. Please try again later." Is there any problem in adding or the bank account is restricted due to payment refund.
