Paypal claims that the ridiculous length of time is because of a delay between the your financial institution, the Federal Reserve, and them, when in reality everything takes place digitally within a matter of minutes or hours. What they really are doing is placing all of our money in an in interest accruing account. The longer the money is in the account the more interest and hence profit they make. They don't care if you have bills coming in or are broke or anything else. The've already been sued for this practice in 2017 in a class action lawsuit but are apparently still engaged in the practice. Money to and from you account shouldn't take more than a few hours, 1 day absolute tops.
I'm in a similar situation where they have not returned my money since the 20th and are not responding to further messages. I've already contacted the better business bureau and I encourage you to do the same.
