Payment on hold

I have a payment on hold.  Someone wants to rent my property for a few days, and paid by Paypal.  I now get a message that the payment is on hold.  I tried to get it released, and get a message "You have successfully updated order information. You’ll get your money within 7 days of verification."  I don't understand what "verification" they mean.  I asked the Paypal chat function and got no answer.  The renter does not understand what the problem is.  There is no way that I am going to give anyone the key to my property without payment first.  How can I make sure that happens?  If I can't get the money from Paypal, it's going back to the renter and she will have to find another way to pay, or the rental will be cancelled.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied ie verified. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner. This is not always available or guaranteed.
If not then sadly its 21 days.

You can of course refund but the new seller hold is between you and paypal and nothing to do with the buyer as they believe they paid as it would show as completed on their end. Also if you refund you will be charged the fee you were charged when the buyer paid as its not returned as part of any refund you issue.
