PayPal balance On Hold?

Hello, I don't really use paypal other than to receive monthly payment from SoundCloud, so this is kinda confuses me. But a week ago, my client paid me through paypal.me since we live in a different country.

 

And it says On Hold, then I checked the Funds Availability Details tabs, it says I need to receive money for at least $100 and have to wait for at least 60 days because I'm a new seller. But the description says the funds will be On Hold for only 21 days and the customer needs to report that they received the product (which they already have) safe & sound? Even for some people, they only have to wait for 7 days?

The $100 dollars / 60 days bit is for how long the actual 'new seller hold' lasts not how long you wait for each payment.
