(ON HOLD) PayPal cant send my payment because of i think 'held' COULD A MODERATOR HELP ME PLEASE???

I want to pay my friend but i cant because of this issue: 

"We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

 If you continue to encounter problems, please contact customer service."

Could this be because i have a 'held' thing?

I sold a digital account of a game earlier today, i gave the account and it worked, but the buyer reported me and said that he didnt get anything. I said to him that he has to close this issue but he reported me again, now i think i cant send money.
