Not able to select Send Money to Friends and Family?

I would like to send my sister in Mexico City a gift of money yet I do not have that option. I am in the USA. She does have a PayPal account. 

I tried also to first transfer the money from my credit union into PayPal, and that wouldn't work. So I just tried to send from my PayPal account to her using my credit union as a source to fund. 

Does anyone know why?
