My HSBC card can’t set preferred

So I have confirmed my HSBC card with the Hong Kong and Shanghai Cooperation the bank they have listed and even confirmed my HSBC card with PayPal. But why I can’t set as preferred even if I change the online market or change it directly on paypal?
