Money withdraw to my card constantly refused?

This wasn't the case until recently. I also can not remove my old address from some reason? Does anyone have any idea what could be wrong? My visa isnt expired or anything similar and it's fully connected to my paypal account.

The billing address of your card has to match the address on your paypal account, could that be the issue?
