Money transfer never arrived from the bank, cannot contact PayPal

I've manually transferred a few hundred euros to my PayPal account, and while it was withdrawn from my bank, it never arrived on PayPal. Even after a month later.
I've tired to call them on the number at given on the "Contact Us" page, but after being navigated through the telephone menu and getting to the point where I would connect a human, it complains how they are understaffed due to Covid, and hangs up on me.
I've tried to mail them through the message, but after going through the "have you tried reading these pre-written answers", the mail returns saying that they cannot solve this via mail, and I should call them.
I've tried to re-link my bank, it says that the bank is already linked to the maximum number of paypal accounts. I do not have any other accounts.
I am really at the end of my rope here.
I live in Germany. Anyone knows the I could send a physical letter? Maybe they will reply to that, I don't know.
