I provided tracking numbers about 3-4 days ago and my money is still on hold.... anything I can do about this? I have a college payment due tomorrow

PayPal has to confirm delivery with their system. See: https://www.paypal.com/us/smarthelp/article/FAQ3743
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
