Linking credit card/Bank

I have been trying to link my Nigerian bank issued mastercard to my newly opened PayPal account without success. Is there any restrictions on newly opened accounts or my region? How do I go about it??

You can't add a local bank account / debit card in your country.
You can only link a credit card.

Also the option to receive paypal payments is sadly not available in Nigeria.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive paypal payments.

the papal keeping deduct the 1.95 usd fom my card and no activation card requist to my card and also I can't use my card to send the money please call me <removed> to help me solve this issue or understand my situation
