Link a bank to Paypal account: problem with Direct Debit Mandate (ING NL)

I have a Dutch bank account with ING. I am not able to accept the Direct Debit Mandate through the app or with the computer. Is there any shortcut or method to solve the issue? In addition, I cannot see in my bank account activity the amounts received from Paypal. Sepa direct debit  Bank link
