I remove my card from one paypal account and trying to add it to a next paypal account but its still telling me that the card is still link to the previous account how can i fix that
You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited.
So your best bet is to close any surplus ones.
As for adding your card, you need to leave at least 72 hours between removing and trying to add it again.
Clear your cookies / cache, or try another browser or device.
