Issue of refund, purchase item not received from seller

I purchased item like smart phone from eBay paid money through PayPal on 3 October 2020, but eBay seller not send me purchased item,so eBay send refund to My PayPal account date on 4 January 2021 but PayPal not released it on my original account so refund amount again return go to eBay, PayPal is trying to fraud of money
