I’ve sent 50$ but he can’t receive it

I’ve sent 50$ to my friend for concert tickets but my friends account has been blocked by paypal and not able to recieve money what should i do?

What is the status on the payment? Is it listed under "Complete"? You can let you friend know what you will report it as Item Not Received and they can issue a refund from within the dispute and you can pay for tix in person or a different way (ie. Cash app). 

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.

Or click on the transaction to see if you can cancel payment, if the status is Pending and Unclaimed.
