I cannot transfer money to my Mastercard. Why?

I added a new debit cart type MASTERCARD to my account.
When I go to my Wallet, I can see it. It is already confirmed.
But when I try to withdraw funds, it doesn't appear as a transfering option at all.
I wrote to the Customer Service several times, but still haven't received their answer.

Most countries only allow withdrawals to a VISA.
