I can't verify my phone or send money

Hello i have this problem more than 1 month now i cannot verify my phone or send money.

I have solde and a valide visa card i cannot use both of them & here what i get on everytime trying to send money.

I already had 1 visa card verified & solde in my paypal but i cannot send money or verify my phone i have no limit in my paypal.

My paypal is new has 1month now.

I'm sure its a bug from paypal (We are not able to process your request. Please try again later.)

Error code 400 in the chrome console.
