I can't send a payment I have PayPal balance

why I encounter like that can anybody help me? I'm from Philippines  Sorry, we weren't able to complete your payment at this time. Please try again later.

Are the funds in the correct currency the seller accepts?

Are the funds cleared and not pending?

Have you verified your paypal account with a bank account or card ie back up funding source?

Have you marked your balance as you primary funding source here......


Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
