How will I know that my account is already ESTABLISHED?

My virtual service payments have consistently been put on hold since February for 21 days. I thought they will stop until the 3rd month but this continues until this month. 

 

When will they stop putting the payments on hold so I can get my money without any hassle?

PayPal will email you when they have decided to stop holding every payment. In the meantime, keep rolling with the punches. These holds also protect you. In case someone files a dispute, the money is there to cover any liability so you do not owe PayPal and put your account in jeopardy. Keep in mind, once in a while PayPal may still hold a payment if it is considered higher risk even after they have decide to stop holding all of your payments.
