Cyprus PayPal can only withdraw to US bank account, credit, debit, or prepaid card. So your option is to add a card. You won't be able to add money either so link a card and select the card as payment method at checkout. You do not need to add money in order to pay with PayPal, you see.

The security system was likely triggered on your account so leave the account alone for a few days because you keep repeating failed actions and forcing it so the system is trying to protect itself by displaying error messages or not doing anything. After a few days, carefully try again one time to add a card on the Wallet page.
