Help me link my credit card!

PayPal used to work fine with my original Chase credit card, but after losing it I needed it canceled and ordered a replacement. My new card came with a different number than my original but I think that's how it's supposed to be, regardless it works for most payments, I can connect it to venmo or pay directly with it. However, I can't get it to connect to PayPal. I can connect it through Chase Pay, but then it doesn't show up as a payment option when I try to use PayPal. I connected my bank account and it doesn't show up as a payment option either. Whenever I try to purchase something with PayPal I'm asked to add a credit card number, and If I try to manually add mine during purchase, or on the PayPal website, It always gets declined. I've called about my credit card already and was told it has no restrictions or problems. I've called ebay(somewhere I shop from sometimes) and they don't see where the problem is either. Please help me figure out what is wrong here.

I'm having a similar problem. Bought from this seller before with no problem. They are overseas. Now I cannot get my payment to go through. It gets declined every time. Fraud department on my card says there is no fraud alert. My bank says the transaction is showing up but with zero dollars and zero cents, that's why they are declining it. I was on the phone with ebay for an hour yesterday. They said they fixed it and I'm locked out of my ebay account for 4 hours because of too many attempts. After 4 hours I tried to pay again. Still didn't work. I linked my bank account as well and when making the payment I'm not given a choice to use the bank account through paypal. This is BEYOND frustrating. Doesn't PayPal know I'm trying to spend money and they make money on my purchase? This is not a small sale, either. Did your situation ever get resolved?
