I meant to sent money through “friends and family”. How to I get the fee back?

Have recipient issue a refund (they'll have to pay a refund fee of 30 cents if not the entire PayPal fee, or they simply deduct fee amount from the amount being refunded so they don't have to pay refund fee but you won't receive back the entire amount you sent if this is done) and then you send it as friends and family again just so you don't pay a fee.
