Friend sent $1000 to my PayPal Account - PayPal has it and refuses to release it to me

I have been trying for over one month to get $1000 sent to my bank account. First, I went through the trouble of connecting my bank account only to find out that the maximum is $500 and I could not transfer $1000. I was told I needed to have the check mailed to me and had to make this request online.
I have been trying to do this for weeks. Every time I do I get a message that I cannot do this.
I have talked to four different agents, both on the phone and on the chat. Two agents told me the reason is that there is a 72 hour block. But the block has been going on for weeks. Two agents told me someone would call me within 24 hours and take care of this. No one ever calls me.
This is what today's agent told me:
"Unfortunately, without an address which has a P.O. Box, it would not be possible for us to send you a check."
I asked who can I talk to to get my money. Once again, the agent said they will have someone call me within 24 hours. That is all they will do for me.
Does anyone have any advice? Obviously customer service does absolutely nothing to help. Any other ways to contact someone who can?

Some issues:
Your account is not verified by doing 2 out of 3 tasks: Linking a bank account, linking a credit or debit card, and or providing SSN. Just linking a bank account won't do these days because security is very tight on accounts if you want to lift sending, receiving and withdrawing limits from your account.
You are putting stress on your account by possibly repeating failed actions so PayPal's sensitive internal security system is blocking certain tasks to protect itself. Security system cannot be overridden. You need to leave the account alone for a several days so it can reset, then add a card and/or provide SSN to verify your account. Then leave the account alone for several more days and then try to attempt a full withdraw of the $1000.
Please use a street address with your account, preferably one that matches your bank/credit card billing address. If you have no choice but to use a PO box due to living in a rural area, for example, use the PO box's street address along with PO box number on all billing addresses.

I was told the reason I could not transfer to my account (even though it was verified) was because it is more than $500. I was told to request a check online.
That is what I am doing. I have a valid address which is the same as my credit card. I have had an PayPal account for many years. I have made payments with it. This is the first time I have requested a check. They have my address. I put my address in the form. I have done everything, but they refuse to mail it to me.

And yes, I have left it alone for over one week and there is still a ban. They keep telling me someone will call me within 24 hours to lift it, but no one ever calls.
