Declining Credit Card

Hello, when I try to link my credit card, PayPal says that my card has been declined. I called my bank and they said that there is nothing wrong with my account and that the issue must be with PayPal. I tried called PayPal's customer service line, which is closed due to the covid-19 pandemic. I then tried using their messaging center to connect with a customer service rep, who couldn't help me because they couldn't relay information over messaging for securing reasons (it was also a huge waste of my time). I really do not want to add another card because the one I want to add card has zero foreign transaction fees. Can anyone please help?
