I am having issue after issue. When I try to pay someone it simply says "Add payment method" despite my having a bank account and two cards linked to my account. I have submitted my ID, SS card, birth certificate, and credit card statement to PayPal and they acknowledge all documents are valid. Yet they are still limiting me somehow and not allowing me to pay. Why? What more do they need to prove I am who I say I am?

Look on the screen to see if there is a "Change" link to select a payment method? Or try using the app instead or the website, whichever you were using. Switch it up. Or ask them to send a PayPal Invoice or money request.

That's not an option. When I try the website it just says to add a payment option. Even if I do, it just eats it. The option gets added, but the screen still says "add a payment option". The app uses different verbiage, but the same thing happens.
I was able to pay a different contact via my bank account. It said my card was not available at this time. But it should be, I've used it before to pay both people. And I can't pay the first one at all.
