Charged 3 times for one transaction

My bank statement shows paypal have taken payment 3 times for a purchase, they have refunded the amount twice, but my account balance is now still saying -£44.89 when the money has gone out of my bank

Allow a week for the refunds to process back to your bank account if they refunded it.
