Wait time for transactions from United Kingdom

Hello, I have a question, I need to receive payment from friend from UK and he told me there is wait time between 24h and 48h, and I cant find anything regarding that wait time so I need to know if its true or person will try to scum me somehow. Thank you.

Paypal payments are more or less instant into your paypal balance.

Any wait time would be the new seller hold BUT the funds SHOW in your paypal balance but as on hold or pending if that was the case.
