Cant transfer money into paypal

Cant Transfer money into PayPal when ever I click on transfer funds it comes with a massage saying (there's nothing to transfer now try again when you have paypal balance what does this mean and how do I fix 

also I am From nz I don't know if that affects the situation but other people i know have money in there PayPal so I don't think it does

Looks like NZ accounts do not have ability to add money to PayPal balance (not all countries do), instead link a credit or debit card and select it as funding source at PayPal Checkout. You can accept payments into your PayPal balance from other PayPal accounts, that’s one way you’ll be able to carry a balance. Or, if say you paid with a debit card and requested a refund but in the meantime, your debit card became in validated or closed, the refund could end up in the PayPal balance if refund can’t go back on the debit card.

Since I cant Just straight Transfer Money From my Account to Paypal what are some ways I can Get Money Into my account '

Welcome to PayPal! We're glad to have you aboard!

Please take a look here for instructions to add a card to your account. Once added, please also confirm it. You will be able to use that card through PayPal to make purchases at checkout, as @sharpiemarker mentioned. PayPal will handle the transaction and you won't have to re-enter your card when you make a purchase.
