Cannot mark payment as virtual product/service (We're experiencing technical problems)

Hi folks,

 

I've rendered a virtual service for one of my clients and received a payment. The payment has been put on hold (21 days), which I fully understand, but I cannot mark the transaction as virtual product/service so the money gets to my account earlier (within 3-7 days of verification). I have already received several similar payments and successfully marked them as virtual product/service without a problem. Here's what I get:

 

Any ideas? PayPal is dead consistent in ignoring my e-mails.
