Cannot action payment request. "We're sorry. We seem to have experienced a problem..."

I am trying to process a payment request I recently received.  When I click send payment on the request from the Activity page, the following error message is displayed when the Pay a request preview page is loaded:

"We're sorry. We seem to have experienced a problem. Please try again later."

After I close this message and then click continue on the payment, the same error message is redisplayed.  I had the vendor cancel the request and send a new one, but I am facing the same problem.

I would appreciate some advice on how to solve this problem.  Thank you.
