Can't withdraw funds!

I have had a PayPal account for years. Two weeks ago a friend sent me some money, well below any limit. PayPal won't let me withdraw and won't assist me. The only advice they gave was they said it was my bank or card. I checked with my bank and card provider and they assured me there was no problem at all. I advised PayPal but have never heard back and I email them every day.

You can only withdraw to a U.S bank account or credit card in your country.

Yes, I know that. I have had a PayPal account for years and use it all the time. Nothing different except PayPal won't let me withdraw the funds to my card. No explanation or advice offered.
