Can't accept payment from Paypal

I have tried for over a month to accept my payment from Paypal for something I sold, but every time I click "accept payment" and link to my bank, I get the same message:  We're sorry.  We cannot process your request right now.  Please try again later."  I am very frustrated.  I finally spoke to someone in person at Paypal and they said I have to wait 3-5 days for the bank to process it.  I have waited over a month.  He wouldn't accept this answer and he placed me on hold for 15 minutes and never got back with me.  I am extremely frustrated with Paypal.  Very rude and they hide from all customer complaints.
