Can Unverified new Paypal account send money through Xoom?

I just open Paypal account. I dont have any card or bank account so I havent verified it yet. My clients will send me 100$ into my Paypal account.

So can I use 100$ Paypal Balance to send through Xoom to Vietnam ? Thanks

Are you living in the US with a social security number? Because without SSN or an Individual Tax Identification Number (ITIN), you probably cannot accept money, spend and hold a PayPal balance in US PayPal account. You need to set up PayPal Cash balance account.

Yes I live in US. There are couple of topic about sharing 4 number of SSN on Paypal isnt safe. I'm confused.

So without verification,  the Paypal balance is just there, I couldnt do anything to it.

In my case, can I open Paypal debit card and then get cash then?
