I this issue for over a week.

Why is it impossible to get someone on the phone or have someone responding? 

I cant' access my message or write a new message in Message Center:

Have you tried another browser or device as that sometimes bypasses errors.

yes I tried on my phone, Safari, Chrome.

I called over 20 times PayPal and still can't talk to anyone for the pas 10 days.

I can chat with someone in less than 1 min on Stripe website
