Hello, I am an American Expat. I work as an international management consultant. Currently, my base is the Republic of Serbia. Even though my AMEX billing address is in the USA, I primarily live and work from Serbia. I need to send money to a colleague in Africa. I am able to link my bank, but I cannot confirm my international mobile telephone number or add my current international address where I live. Can someone out there help me? Thank you KCAS

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.

Unfortunately, this “solution” does not work for me because my banking institution is in the USA and I live primarily in a foreign country, so it becomes impossible to either link my bank account, provide a domestic address, or confirm my mobile telephone number. Disappointing to say the least. Thanks, anyway...
