So since you have moved (Congrats 🎉) You will have to make a new account and put your location as Australia because you cant change it once you make it which is sad but things happen but its a easy fix! After you make your new account with your Updated Address you will be able to add your banks and all other financial products to your PayPal!
Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

Ok Hopfully last question. How do you contact PayPal via phone when their number does not work and from what I can gather there is no one there to answer any questions ??.
Phones are not operational at the moment due to covid so your only options are....
Click help / contact bottom left of Paypal pages for options available for your country.
