Account access without mobile data

I want to add cash to my paypal account. I currently don’t have mobile data. If I go to Walmart will be able to access my account to do so?

Do you have a PayPal cash card? You may add cash through the card if you do not have a mobile phone to use the PayPal app to cash in/out.

I have a mobile phone and the paypal app. My phone is prepaid and it ran out of minutes yesterday. So I don’t have mobile data. All I have to use my phone is my WiFi at home.
