Account Froze - No customer service from Paypal can be reached anywhere

Our Paypal account suddenly frozen with our money in there. 

Our business can not receive customer payments, nor can we withdraw the money that is in our Paypal account. 

Tried very hard to reach Paypal through phone and emailed a few times.  Phone calls can not reach anyone 'due to Covid-19'.

And emails does not get answered after 2 month.  

What's going on?  Paypal is ruining our ecommerce store.  How can I get this fix, and get our money that is withheld by Paypal?
