How is it that I cannot remove an old bank account and an old credit card from my account? I'm so frustrated because even though I have my new account set up as the primary account PayPal is not smart enough to figure out what account to pull money from. Absolutely ridiculous. I'm not the smartest guy but if I had a website I would not make a link that gives you an error EVERY time you click it. Get your crap together PayPal.

While I haven't experienced the same issue, I think it just boils down to the entire website being un-intuitive and barely functional for anything but the most common tasks.
Want to see your last few month's pdf transaction statements? Good luck finding them (they're in there somewhere, but how do you get to them unless you get a notification email and click the link.
Want to see how much you paid in fees last year? Should be simple, but try finding it. Annual reports? I can go to my Stamps.com account and easily get a listing of how much I paid them in fees, how much postage I purchased over the year, broken down into months if I want, and most account settings are reasonably easy to find.
Ever since they "streamlined" the website 3-4 years ago, it's been a nightmare to navigate, and frankly if Paypal weren't so universally used for payments, I'd have switched to a different service when the old website became unavailable. Yes, I can see my recent transactions, print packing slips or shipping, and seeral other basic things, but if you want to do anything more in depth it becomes an afternoon of wasted time trying to find where you can do it.
If, out of frustration, you inquire from customer service, you can get the answer, usually something like "it's right there! Just click the little gear icon in the top right of your screen, choose 'other', scroll to 'things I used to be able to locate on my own', type in 'summary', go down the list of 150 results, find 'items buried in this website so no one can find them', and it's right there!"
I keep thinking they've GOT to fix this website! Certainly their user feedback is telling them that they've taken a perfectly functional site (the 'old' site) and made it a pain in the rear to use unless you just want to view the simplest things.
Every time I go looking for some function on this site I swear I'm going to go looking around for an alternative to Paypal. It's a shame, because overall they have a smooth working system, but the website is truly atrocious, and apparently they don't know it.

Yea, I'm having the same issue (can't remove old credit card). I have an old card that PayPal keeps warning me is about to expire. That card has been closed for 8 months and I had added a new card and made it primary. When I try to delete the old card it tells me I can't do that at this time.
I also have had, and tried to report, problems with the reoslution center and the manager I talked to me told me they can't support all browsers.....well I agree but you don't support Chrome? I was told to install Firefox or old internet explorer.
Fix you poor of an excuse website and customer support at least listen your your customers and actually try to help.
