Open a dispute after 45 days of payment?

I placed my order on June 5 and went on a vacation, to a place without...eh internet. So When I got back and check my order status, it still didnt shipped yet. So I immediately sent them an email on June 17. Not until June 19 that I got an email saying that my order has been shipped through USPS First Class Mail International Parcel but they did not provide any tracking number. Also note that the payment was processed immediately on June 5.
I tried to contact the seller but got no responses so far.
So I decided to open a dispute and here we go, 45 days limitation.
Is there anyway to get around with it?

I am beginning to think that Paypal is not my solution for paying. Being Canadian 45 days is a drop in the bucket. So essentially I am getting ZERO protection from them. Did they draw the days out of a hat??

I have a problem very similar i got my parcel before the estimated date and i thought this was great so i then opened it to find that the screen was cracked so i contacked the seller directly. They then said that they would send a new screen protecter. After this they had sent it the phone stopped charging so they sent a new cable at this stage i was over the limit. They then said it was the battery and now it is still not charging i bought this phone back in October so i am not sure what to do now but it was very expensive and i cant get a refund out of anyone does anyone have any ideas?

After 45, I just got a notification that a dispute/claim has been filed on a payment made to me on January 10th, 2012. Just about 2 and a half years later...

Actually many disreputable Sellers will do this. They do eventually get caught but not here on PP. Moreso on the site they are on (ebay, alibaba, listia etc)

PayPal has agreed to a shipping tracking number from the Vendor I ordered a Car Cam from april 13th and never reveived to this date of July 1. The Vendor seds me the policy of the USPS which has nothing to do with my not receiving the item I paid for. Pay Pal is siding with a fraud and will not acknowledge I got scammed and closed my dispute of 45 days. Canadians, DO not order from US Vendors as you will pay for something unavailable. I think I'll open an Business account with PayPal and scam the world.

I find myself having the same problem. Been dealing with a seller from China and going through their support review process and I now finally give up on trying to get any reasonable refund from them. first I got 50% offer, then 80% wait no what they meant was I pay ANOTHER 80% and they will ship me MORE CRAP! no thanks. now 35%. I have had it. No I find out paypal has a 45 day limitation? great. It's takin me weeks and weeks to get nowhere with this company and now I can't even go through paypal after giving the scam company more than enough time to rectify the issue themselves without reporting them? just fantastic. Well I have called Visa and they also prefer that you call them within 45 days to help you with the matter but they can dispute anything up to 75 days of the date of transaction. so we'll see what comes of that and maybe that information is helpful to somoene else who has their paypal set up with a Visa card.
