paypal washes hands after 45 days (or whatever the dispute time is)

this has happened so long ago its not funny - think back in feb 2012 - i made a purchase using paypal in the usa for an item which wasnt even stocked but was advertised as stocked on the website (unknown to myself ) - the seller made contact with me to advise the item was not stocked and he would chase an identical item up - so i thought i would allow him to chase up not knowing that if i didnt submit a dispute within the required timeframe paypal wouldnt assist - i have about 20 emails from the seller regarding conversations to and from and him actually even saying he would post a cheque (which he never done) - i had submitted a complaint with paypal and basically because it was outside the disputes timeframe they really didnt care - mind you they didnt advise me i should follow it up with my bank (which apparently you can do and you may get a reversal) - so paypal happy to get fees from the transaction but not so happy in reversing the funds (which im sure they could have done even if it was past the dispute time -you try to do the right thing by the seller and end up getting screwed by the merchant bank.
i havent had too many issues using online shopping but losing $302 usd odd dollars because the merchant is too lazy to have a policy which covers you in rare circumstances leaves a sour taste in your mouth -
im sure paypal has enough money to cover the transaction which went wrong and im sure the seller - "cycle4sport" wouldnt exactly contest a reversal for which he didnt provide a product -
im sure paypal will wipe their hands of these comments as well.

Paypal does have a policy to protect you, unfortunately you did not bother to read it and so lost out.
Advice is voluntary.

you must be hoping to get on the paypal payroll - 45 days is a bit short isnt it - ?? i didnt realize the statute of limitations was 45 days - im sure if you defraud paypal they will be chasing you up for the next 6 - 7 years - oh and i did bother to read the policy but i had expected that with so much communication with the seller and giving the seller some time to get a replacement paypal would actually see that i had made considerable effort to resolve without getting Paypal involved. And they also should have advised me another avenue was to speak to my bank - which they didnt.
by the way - think your "unfortunately you did not bother to read it and so lost out" statement is fantastic customer service - if your statement is what paypal expects you to write and comment like then i can see that paypal doesnt have great customer service advisers (regardless if your doing it on a voluntary basis)
heres some Voluntary advice for yourself : basically if you've got nothing constructive to say or in a manner which doesnt make people feel paypal is all- mighty and they can't do no wrong - dont say it -

Paypal don't expect me to write anything and i don't work for them.
I have posted against paypal policies that i don't agree with the same as i post with those i do agree with AS AN EBAY SELLER MYSELF....and an ebay buyer.
If an item does not arrive then i open a dispute on day 44 > that gives me another 20 days before i have to escalate to a claim + 64 days > even then the seller has another 10 days to get the item to me so in total that is 74 days.
Even after that if an item turns up I can always pay the seller again if I have had a refund.
That should be enough time for anyone.
I don't give "customer service" as I don't work for paypal. I give advice and facts as I see it.
Those facts are you did not bother to read or follow paypals buyer protection.......shame but that was your choice.
And next time if you want someone to post ONLY if they agree with you then feel free to state that and that you don't like adult debate or anyone that disagrees with you.

adult debate - ah thats funny - facts you say ?? how do you know what i did and didnt ?? your assuming - theres a big difference -
i realize you dont work for paypal but your pretty much representing them whichever way you see it - regardless if you have written against their policies -
i could be wrong but your comment came accross as being smug - dont know whether thats a fact or not as you just may be like that in general -
to me if you write something like :
"yes its a shame that PayPal wasnt able to assist but its very important that you are fully aware of the timeframes in which to lodge a dispute and dont feel intimidated by the seller not to lodge a dispute as you can always retract the dispute and / or pay for the item if you receive it regardless if a dispute is currently open"
correct me if im wrong but that may be slightly better than basically "stiff sh** - "
and im giving advice and making a statement as i see it.
