What happens when you send money to the wrong email address and the person who receives the money is unable ( funds pending, funds in dispute...) to instantly refund the money? Nothing ( guess you can get the court involved but why when it was done on paypal).
The way paypal is setup you can send money to people via email and sometimes the wrong email address get the money. Then it is left up to the receiver to issue a refund. What if the receiver don't? why can't the sender contact paypal and have their transaction/ money wire/ what ever you want to call it cancelled? Options to accept or reject money received outside of purchases (ebay, etsy, terminal transactions) should be available to every account. There shouldn't be an automatic payments on money sent via email address.

Or do what the rest of us do and double check that the email address is correct before you send the payment.

@Tham1, if you send to wrong email address, check the transaction details page for the payment to see if you can cancel it.
Usually if the email address you send to is not registered to a PayPal account, the payment will be "Unclaimed" and you could cancel payment.
If it does not say "unclaimed" that means the email address is registered to a PayPal account and you will have to email the person to get them to refund. If they don't refund or not respond, file a dispute.
