Lost $3,000 after Following a PayPal Rep's Instructions

I accidentally submitted a very large payment using the incorrect bank account.  I immediately called PayPal to discuss my options.  The representative stated that I should call my bank to cancel the payment and also stated, that once the payment was canceled, PayPal WOULD NOT charge my credit card on file (listed as a back-up/secondary payment option).  I called the bank, canceled the payment and was charged the normal $30 fee to cancel it.  I also went back to PayPal to process a new payment from the correct bank account.  Five days after the original transactions, PayPal also charged my credit card (after they said this wouldn't happen).  So at this point, I was charged a fee by my bank for a canceled payment and also had the canceled PayPal payment charge my credit card.  I called PayPal and their response was "Sorry, you were given misinformation.  Since both payments have been processed, we cannot cancel or refund the payment."  This is completely unacceptable!

Im no expert, and apparently even experts can be wrong.. 

 

You may be able to talk to someone in the bank personally and discuss how to get back your payment. Your bank probably has protection for these types of things.

Something seems hokey? If your seller/merchant/vendor received 2 payments of $3000 each when they only expect one, then they should be able to instigate a refund!!! You will need to explain more as to why your vendor is not giving back the duplicate payment (regardless of PayPal stance)
