Paypal Canada is passing out promotion codes for free shipping with select retailers, but we never agreed to provide any free shipping to Canada with paypal.

Now there are customers making orders demanding free shipping.
Even if we cancel their orders we will have to pay Paypal the non-refundable transaction fee.
I would like to keep accepting paypal on my site, but not if it means angering customers and having to pay fees for nothing or keep promises we didn't make.
