 There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.

Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
OR
You could just close your business account (removing all subscriptions / financial info etc first) and open a personal one.

Hello, I want to ask a question how to downgrade my account from business to personal account. Because my account is on hold due to account limited. I'm a freelancer and do not have a business entity, I have tried to provide an internet bill which named after me as a proof of business address, but my appeal is denied. I do not have any other documents to show other than my internet bill, so anyone please help me to downgrade my account from business to personal it would help me so much, I need to withdraw my money for expenses thank you!
