I have forgotten security questions and phone is inactive

I have a another PayPal account opened in Bosnia and Herzegovina (Europe).  I have forgotten the password to that PayPal account and answers to security questions and my phone number connected to Paypal is innactive. I can't even contact them, cause I can't log in, but to confirm my email address, I need to be able to log into my account...

Is there any chance how can I retrieve the account?

I'm sorry to hear that you are unable to complete password recovery. For assistance, please contact customer service by phone. Click Contact at the bottom of the PayPal website, then Call us, then click to call as a guest since you will not be able to log in.
