I am a US citizen, but live in Costa Rica. My credit card address is US and my mobile phone number is Costa Rica. PayPal won't take my CR number. Anything I can do?

Because every country has their own rules and regulations regarding what information must gather, our system only allows phone numbers and addresses to be added in the format of the registered country.
