paypal able to look at an account...?

Is paypal able to look at an account to see if funds are there or not? I am trying to resolve an issue, my relatives account is locked, we have no idea if the money is in the account or not.

Your relative that owns the PayPal account, has to call customer service:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US and select the PAYPAL GUEST option since he/she are locked out of that account.
