debit card not beaing confirmed

hi ive had my credit card frauded so it was canceled and removed. I added my bank card no problem, it to was compromised so I canceled it as well I got a brand new card from the bank I try to add it and it says cannot add card at this time why is it doing this. happened for days now and no human works for paypal that I can get help from

May be they are concerned about the number of times you are defrauded !!!

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
