Welcome to the PayPal Community! There are couple levels of verification you can complete on your PayPal account. The first involves adding and confirming a bank account, or applying for and being approved for a PayPal Credit product. The second involves confirming your identity which you find in the following Help Center article: Why do I need to confirm my identity? (CIP)

Not sure either of those options are available in Nigeria are they?

Nigerians can only add and confirm a credit card.
